Richard Kegel Jr., 25, of the first block of West King Street, in Lancaster, was charged with Driving Under the Influence, possession of drug paraphernalia, driving the wrong way and driving while suspended after he was found to be under the influence of marijuana at 11:32 p.m. Friday, according to Carlisle police.
